A Study on Child Protective Services Workers¡¯ Happiness at Work:Its Impact on Organizational Commitment

Abstract
This Research is based on studying the happiness of workers engaging in Child Protective Services (CPS) and how their happiness at work affect organizational commitment. Surveys were conducted to workers affiliated to sixty-two (62) Child Protection Agencies whose work involves direct intervention in child abuse scenes such as consultants, team managers, and Agency directors. The results of this Research suggest that CPS workers have a less than average satisfaction in ¡®work environment¡¯ from among the factors of happiness at workplace. It was also found that ¡®work environment,¡¯ ¡®relationship at work,¡¯ and ¡®meaning of work¡¯ all affect organizational commitment. Based on such results, policy implications are made as follows. Foremost, it is critical to develop policies under the perspective of perceiving CPS workers as regular workers qualified to live a humane life. A paradigm shift is essential to view CPS workers as those who had to make unconditional sacrifices at difficult circumstances in the past to those who have the right to be happy. In addition, there is a dire need to secure necessary budget and manpower for building a better CPS work environment, a key factor for continuance commitment, to improve their labor conditions, lower their fatigue and ensure appropriate working hours. Lastly in regards to meaning of work which have impact on both affective and normative commitment, an organizational operational viewpoint in terms of human resources management should be taken into consideration to provide proper support and recognition to CPS workers along with the general expectations on their responsibilities to solve child abuse cases.
